Ah, interesting, so the US ECU does not need that dubious signal from the instrument cluster. I was already going to suggest whether you couldn't have faked that signal from the instrument cluster, as it can't have been an overly complex signal, probably just either 12V, 5V or GND But your solution is even better, because it's simpler

Sorry to respond to this so late.
I think the problem you had is with newer ECU system swap. As you know the newer ECU (US and Europe) needs all the system hooks to register in order to make the car run properly. VW had to (at least that is what some say) put anti-theft and anti-tamper hooks in to prevent odometer fraud (and fun). Your US ECU must be an older version (I think the US was slower to add the Immobilizer).
