cheapest/easiest would be to swap in a carbed 1.8 8v from a mk2, because of the lack of pumps n stuff fitting an injection will bring expense and complications, don't know where you are but here the 1.8 carb 8v can be picked up for almost free.

if it is allready fuel injected then i don't think there would be any point putting a 1.8 in anyway, as i find there is little if any difference. i would be looking at a 2.0 maybe 16v but it would be cheaper to stay with 8v.
you would probably benefit more with this question on the vortex as there are plenty of likeminded people from the us that could help better with sourcing your desires.
